If you can't make a purchase as the country on the Windows purchase page is wrong you need to change the region used by the Windows.
- Select Start > Settings > Time & Language > Region.
- Under Country or region, select your new region.
If you can't make a purchase as you have a work or business account then Microsoft does not allow you to make in-app purchases. Instead your company will need to purchase "Concepts for Business". You can find more details and start a free trial here: https://concepts.app/teams
If that doesn't help the next step is to check your Microsoft account.
You will need to login to your Microsoft account online and make sure that the card you have on file is up to date and has all the correct info up to date. The card on file must match the country the Windows Store is using.
If you have done this and its still not allowing you to make a purchase:
- In the Start search bar, type wsreset.exe
- For the result which appears, right-click and select Run as administrator.
- A command prompt window will open. After a while, the Windows Store will open. You may (or may not) see the following confirmation message: “The cache for the Store was cleared. You can now browse the Store for apps”.
- Next, Restart (Power off and on) your PC.
- And then open Concepts and try the purchase again.
